JULY 1, 2026
A US government export control suspended two frontier models on June 12, and Fable 5 access returned July 1. Continuity plans should name the model, the fallback, and the decision owner.

On June 12, 2026, the US government applied export controls to Claude Fable 5 and Claude Mythos 5, and Anthropic suspended access to both models for all users. In a post dated June 30, 2026, Anthropic stated that the export controls on both models had been lifted as of that day and that Fable 5 would be available globally starting July 1. Anthropic also stated that it would re-enable access on AWS, Google Cloud, and Microsoft Foundry as quickly as possible. The post is the primary record of the restoration.
GOVERNANCE IMPLICATION
The suspension shows a failure mode that sits outside the customer's contract and outside the vendor's discretion: a legal control that applied to a model and not to a customer. Per the June 30 post, Anthropic would re-enable access on AWS, Google Cloud, and Microsoft Foundry as quickly as possible, so the day access returned could differ by channel. An authorization record that names one model, with no approved substitute and no owner for the switch, has no instruction for the day that model is unavailable.
SCENARIO
Hypothetical: A regional bank runs underwriting summaries on a single named model. A government control removes the model on a Friday. The runbook lists the vendor's support contact and no approved substitute, and the model risk team cannot show that any alternative was validated for the same workflow.
THE GOVERNANCE QUESTION
If one directive can disable a named model for every customer on a Friday, what does your authorization record say about the workflows that depend on that model?
CONTROL GAP
An authorization record that names a model but not an approved substitute, the substitute's validation status, and the person who can switch workflows over has no instruction for the day the model is unavailable.
